Signed to an NHL contract for remainder of season. That means Gudas is headed to Syracuse for the playoffs.

He's coming from Hamburg, so he might have to pass through waivers.

Yup, Roy has to pass waivers to join the team. Although, I don't expect anyone will claim him, the one interesting possibility would be PHX claiming Roy to keep Gudas in Tampa and off the ice against their AHL affiliate, the Portland Pirates, whom the Crunch play in the 1st round of the playoffs.

If they do that won't they have to place someone on waivers if they are over the limit or do not have a player they could send down?

No, there's no NHL roster size limit after the trade deadline. However, it does cost something like $75k to make a waiver claim paid to the NHL front office, so that may be deterrant enough including having to pay Roy's salary (which depends on what kind of contract TBL signed him to).
