It sounds good at first, tieing pay to student performance, but when you give it some thought it's really not fair nor does it serve the students in the end. Why should a teacher who ends-up with a particularly rowdy and uncooperative set of students earn less for the year than a teacher who happens to get a really good class of students? As far as the students go, it's already bad enough that they spend all year trying to prepare for and pass the FCAT test which is not necessarily the best guideline for students, but now there will be more standardized tests which teachers will be focusing-on instead of older tried-and-true teaching styles and substance.

The next step should be a draft of students.

Being sarcastic, but could you imagine the scene all of the helicopter parents would create? Would make some good youtube material.

On a serious note, who is going to want to teach in a climate where teachers are made out to be the enemy of the state? And will make less than ever with fewer benefits? And will need to continue with additional training to maintain existing levels. Please, Sir, may I have another?

A problem is going to be the open campus setup we have here in Florida.
Kids just walk off campus.
Nothing can be done about it.
Next law/bill is to give school teachers and administrators the right to disipline kids at school.
Leave the how and whys out for now...but its a problem.

Not really a fan of closing down a campus. Perhaps giving out punishment that doesn't require sitting in detention for lunch, the whole day, or OSS would be a good first step. Teaching the subjects as opposed to teaching the FCAT is another step that needs to be taken.
