International cooperation was the bipartisan modus operandi from FDR through Clinton. There's no reason it can't be again, except that the neocons decided to make the UN a boogeyman a la George Soros, sharia law, and paper straws because the rest of the world wouldn't co-sign an elective war in Iraq.

You don't have to stop at FDR, you can go even further back to Woodrow Wilson and the league of nations. The U.S. for a hundred years has had a vested interest in cooperating with other nations, that doesn't mean that our efforts have been tremendously effective or successful though. The verbiage in the constitution doesn't give a lot of wiggle room for international cooperation, for the same reason why the league of nations never got off the ground, the U.N. hasn't been the effective global force for good that we need it to be.
