He's right...the league is doing about all it can. The NHL can change all the rules & equipment they want, but the players have to look out for each other and take responsibility for their actions. Until then, the concussions will continue to rise in both severity and frequency. I don't see how you'd ever come close to eliminating them without severely restricting or eliminating body-checking in general, which nobody wants to see.
