I'm not gonna say he's a even a good or decent GM, but after Bettman had the Come to Jesus meeting with Barrie and Koules and told them to butt out and let Lawton run the team, I thought Lawton started making some moves to try to clean up the mess made by the Cowboys. He didn't get too far before the ownership changed, so it's hard to judge his body of work as a whole.
However, there's enough widespread evidence that's supports he was a real piece of crap manager with respect to his staff and the employees of the Forum. And in that sense, he's kind of the anti-Feaster.
Feaster: Great human being. Love the guy. Good operations manager. One of the least savviest GMs.
Lawton: Shitty human being. Showed flashes of potential for GM savviness.
